Removes the definition of "consumptive use" that previously included water packaged in containers of 5.7 gallons (20 liters) or less as bottled drinking water within the Great Lakes basin.

Modifies the definition of "diversion" to clarify that it includes transfer of water removed from the Great Lakes basin in any container, without the previous 5.7-gallon threshold exemption.

Makes technical corrections throughout the statute including changing "shall be" to "is," "who" to "that," and capitalizing proper nouns (e.g., "Geological Survey," "River" references).

Updates references from "department of environmental quality" to "department of environment, Great Lakes, and energy" and adds "and rural development" to commission of agriculture references.

Takes effect 90 days after enactment into law.
