Clarifies existing restrictions on collection methods including communication timing (8 a.m. to 9 p.m.), attorney notification requirements, employer contact limitations, and harassment prohibitions.

Maintains all existing substantive debt collection prohibitions while improving the statutory language structure and adding modern communication method restrictions.
