Prohibits political subdivisions in Michigan from commencing or maintaining civil actions related to opioid claims against defendants covered by the distributor settlement (AmerisourceBergen Corporation, Cardinal Health, Inc., and McKesson Corporation) after January 1, 2021

Prohibits political subdivisions from commencing or maintaining civil actions related to opioid claims against defendants covered by the Janssen settlement (Janssen Pharmaceuticals, Inc.) after January 1, 2021

Defines "political subdivision" to include counties, cities, villages, townships, school districts, and special districts or authorities, but excludes the state itself

References the National Prescription Opiate Litigation (MDL 1:17-MD-2804) in the United States District Court for the Northern District of Ohio as the source of the settlement agreements

Takes effect immediately upon enactment, contingent on Senate Bill No. 993 of the 101st Legislature being enacted into law
