Establishes a joint oversight committee with 8 members (not more than 4 from same political party): 2 House members appointed by Speaker, 2 by House Minority Leader, 2 Senate members appointed by Senate Majority Leader, and 2 by Senate Minority Leader.

Committee members serve for remainder of legislative session in which appointed or until successor appointed; vacancies filled by original appointing authority; members removable by appointing authority for good cause or by their legislative chamber by majority vote.

Committee shall elect 2-4 co-chairpersons (not more than half from same party/chamber), designate rotating 3-month chair terms, and meet at least quarterly; majority vote required for committee actions and quorum.

Committee receives and reviews post audits and reports from the Auditor General; may subpoena witnesses and examine records by majority vote; may make recommendations to legislature adopted by majority of members.

Committee members receive no compensation; may hire staff supervised by council administrator under legislative council act; bill takes effect only if Senate Joint Resolution O becomes part of state constitution.
