Adds new section 16247a to allow a board or task force to retroactively reinstate a suspended health professional license if they discover the license was erroneously reinstated and the individual did not meet all reinstatement requirements under section 16247.

Requires two conditions be met for retroactive reinstatement: the individual was considered to hold a valid license in good standing during the erroneous reinstatement period, and the board determines it is in the public interest and fairness to permit practice.

Provides that individuals with retroactively reinstated licenses are not considered to be in violation of health profession scope of practice regulations during the period of retroactive reinstatement.

Amends section 16294 to create an exception to felony charges for practicing without a valid license or registration, allowing for the retroactive reinstatement provisions in the new section 16247a.
