Changes "department of environmental quality" to "department of environment, Great Lakes, and energy" throughout the public health code provisions governing swimming pools.

Expands the definition of "public swimming pool" to explicitly include areas used to serve, prepare, or consume food and beverages as part of related equipment and structures.

Permits consumption of food and beverages (including alcoholic liquor) in public swimming pools if the facility meets strict requirements including heightened filtration with regenerative media filters, ultraviolet light disinfection, water turnover every 30 minutes, water temperature at 104°F or less, twice-daily chlorine testing, and at least one lifeguard on duty.

Requires food and beverage service areas to be constructed of sanitizable materials and physically separated from the pool by a service counter or barrier to prevent splash or spillage contamination.

Makes all food and beverages served in swimming pools use nonbreakable plastic or similar containers designed to reduce spilling into the pool water.
