Establishes the Student Mental Health Apprenticeship Retention and Training (SMART) internship grant program administered by the Michigan Department of Education to provide grants to graduate students and their supervisors in school mental health professions.

Provides grants to eligible designated recipients (graduate students pursuing school psychologist, school counselor, or school social worker credentials) at $25.00 per hour for up to 20 hours per week over a 30-week period, or a lump sum of $15,000.00 for the same duration.

Limits grant eligibility to first or second-year interns working in public schools where at least 50% of students qualify for free or reduced-price meals, schools receiving funding for high-poverty areas, or disciplines designated as critical shortage areas.

Requires grant recipients to commit to working at a public school for at least 3 school years and allows the department to provide student loan debt repayment assistance for extenuating circumstances.

Provides grants up to $250.00 to field supervisors and instructors for each designated recipient they supervise, and requires the department to report program status and outcomes to legislative appropriations committees and the governor.
