Allows intermediate school districts to contract with other intermediate school districts for career and technical education program operations, in addition to existing options to contract with local school districts, community colleges, or private postsecondary institutions.

Removes the requirement that written agreements for program operation must have existed on or before July 1, 1992, allowing intermediate school districts greater flexibility in establishing new contracting arrangements.

Clarifies that area career and technical education program operating purposes include contracting with another intermediate school district for career and technical education program operation, for mills authorized after the bill's effective date.

Makes technical changes throughout by replacing "shall" with "must" to align with current legislative drafting standards.

Maintains existing requirements for intermediate school districts to submit audit reports to the department of treasury and establishes accountability measures for misuse of tax proceeds.
