Adds definition of "gross negligence" to section 1 as conduct so reckless as to demonstrate substantial lack of concern for whether an injury results.

Changes the proximate cause requirement in section 7(2)(c) from "the proximate cause" to "a proximate cause" when determining if an officer's or employee's conduct constitutes gross negligence.

Clarifies that the MISS DIG underground facility damage prevention act (2013 PA 174, MCL 460.721 to 460.733) is excluded from governmental immunity protections.

Reorganizes definitional provisions by moving "gross negligence" definition from section 7(8) to section 1(c) and renumbering subsequent definitions accordingly.

Revises section 7(4) to specify that immunity exceptions for medical care apply to hospitals operated by the departments of health and human services or corrections, and care provided by uncompensated search and rescue or tactical operation medical assistants.
