Extends the validity period for temporary registration plates or markers from 15 days to 45 days pending receipt of regular registration plates from dealers or vessel sellers.

Replaces archaic language throughout the statute by substituting "shall" with "must," "upon the attachment of" with "when," "who" with "that," and "pursuant to" with "under" for modernized statutory language.

Changes gender-specific pronouns ("his or her") to gender-neutral language ("its") when referring to dealers or persons.

Maintains existing restrictions that only 1 temporary plate or marker may be issued per purchaser or lessee, and dealers cannot charge more than they were charged by the Secretary of State.

Preserves all existing provisions regarding temporary plate requirements, serial numbering, destruction procedures, and use by repossession companies, vehicle transporters, and auto auction operators.
