Requires the Senate Fiscal Agency to include a statement in fiscal analyses assessing whether bills creating new crimes, substantially changing existing crimes, or modifying arrest, sentencing, parole, or probation procedures would have a racially or ethnically disparate impact.

Directs the Senate Fiscal Agency to examine the likely effect of such bills on distinct racial or ethnic groups identified in the most recent federal decennial census when preparing the disparate impact statement.

Applies this new requirement to all bills scheduled for hearings before standing committees of the Senate, in addition to existing fiscal analysis requirements.

Maintains all existing fiscal analysis requirements including summaries of legal changes, estimates of revenue and expenditure impacts, and information on effects to local units of government.

Requires the fiscal analyses and disparate impact statements to be provided to the committee clerk and made available to the public on the internet.
