Requires Senate Fiscal Agency to include a statement in fiscal analyses on whether bills creating new crimes, substantially changing existing crimes, or modifying arrest, sentencing, parole, or probation procedures are likely to have disparate impact on individuals living at or below the poverty line.

Defines "poverty line" as that term defined in 42 USC 9902(2) for purposes of the analysis requirement.

Applies to all bills scheduled for hearings before standing committees of the Senate.

Maintains existing requirements for fiscal analyses to include summaries of legal changes, estimates of revenue and expenditure impacts, and information on effects to local units of government.

Makes fiscal analyses available to committee clerks and the public on the internet.
