Adds exception to medical first responder licensing requirement in section 20950(1) for individuals who obtain retroactive renewal under new provisions in section 20954(6).

Creates new retroactive renewal pathway in section 20954(6) for emergency medical services personnel whose licenses expired between March 9, 2020 and January 1, 2021, allowing renewal by December 31, 2022 without meeting continuing education requirements in effect at time of expiration.

Establishes alternative relicensure option in section 20954(4)(b) allowing individuals to be relicensed within 3 years of expiration with sponsorship and competency assessment verification from a life support agency, with eligibility limited to one use.

Modifies section 20958(1)(c) to exclude licenses retroactively renewed under section 20954(6) from grounds for denial, revocation, or suspension for practicing with an expired or suspended license.

Makes technical corrections including changing "shall" to "must" in sections 20954(2) and 20958(2) and clarifying renewal fee procedures.
