Modifies vehicle registration expiration dates to allow individual vehicle owners to request 2-year registrations beginning October 1, 2022, instead of the standard birthday-based renewal system

Establishes new requirements for wholesalers including minimum annual vehicle sales of 24 vehicles, maintained business hours of at least 15 hours per week between 8 a.m. and 5 p.m. Monday-Friday, and prohibition on advertising to non-dealers

Requires 36 hours written notice for general compliance inspections of dealer records and facilities, while permitting unannounced inspections only for investigating official complaints or substantive violations
