Modifies the Revenue Bond Act of 1933 to allow public improvements to provide free services to land bank fast track authorities created under the Land Bank Fast Track Act (2003 PA 258).

Maintains existing prohibition on free services to persons, firms, corporations, and public agencies, except as specified in subsections (2) or (3).

Preserves existing exception allowing hospitals and other health care facilities to provide medical care to indigent persons without charge or at reduced rates, and to provide free care to comply with grant or contribution conditions.

Changes mandatory language from "shall" to "must" regarding charges for services rendered by public improvements to public corporations.

Requires public corporations to pay reasonable costs of services from current funds or tax proceeds authorized under state constitutional limitations.
