Transfers authority to designate memorial highways from the state transportation department to the transportation asset management council, effective upon passage of this amendment.

Establishes eligibility criteria for memorial highway designation: individuals who died in the line of duty serving the state, local community, or United States Armed Forces, or who demonstrated acts of great heroism or valor protecting others' lives.

Requires the transportation asset management council to create an electronic application form on its website, meet at least twice per year to review applications, and notify applicants of approval or rejection decisions.

Maintains the existing requirement that sufficient private contributions must be received to pay for erection and maintenance of memorial highway markers before designation occurs.
