Creates the teacher continuing education grant program administered by the Department of Education to reimburse school districts, intermediate school districts, and public school academies for eligible teacher costs.

Provides grants of up to $5,000 per applicant school entity to cover costs associated with state continuing education clock hours and teacher-specific expenses.

Limits grant eligibility to "eligible teachers" defined as those in their first, second, or third year of teaching who served as student teachers within the preceding 4 years at any school district, intermediate school district, or public school academy.

Requires school entities to apply for grants in the form and manner prescribed by the Department of Education.
