Allows out-of-state teachers with certificates from other states to obtain Michigan teaching certificates by meeting either examination requirements OR obtaining 3 successful performance evaluations from their prior state within the 5 years before application.

Permits the superintendent of public instruction to accept passage of equivalent examinations approved by the superintendent to meet certification requirements for both secondary and elementary level teaching certificates.

Removes the previous requirement for immediate examination passage and instead allows temporary 1-year nonrenewable certificates for out-of-state applicants who meet all other requirements but not the examination or performance evaluation requirements under subsection (3).

Updates references from "Department of Talent and Economic Development" to "Department of Labor and Economic Opportunity" in the rules for allowing teachers to use time spent with local employers or technical centers toward certificate renewal.

Relocates the definitions of "elementary certification examination" and "subject area examination" from subsection (17) to new subsection (20) and removes the former subsection (17) definitions.
