Prohibits marihuana establishments from selling or transferring marihuana accessories with heating elements unless the heating element is made of or encased in glass or ceramic.

Reorganizes regulatory requirements for marihuana establishments into "prohibited" actions (section 1) and "required compliance" actions (section 2) for clarity.

Requires marihuana establishments to allow agents of the marijuana regulatory agency to inspect licensed premises and audit books and records during operating hours.

Maintains existing prohibitions on marihuana processors processing and retailers selling edible marihuana-infused candy in shapes or packages attractive to children or easily confused with non-marihuana candy.

Maintains existing requirements that marihuana retailers sell marihuana only in opaque, resealable, child-resistant packages compliant with federal standards (16 CFR 1700.20), except for consumption on premises.
