Modifies the definition of "natural hair cultivation" to explicitly include cleansing hair as part of the techniques for twisting, wrapping, weaving, extending, locking, or braiding hair.

Allows licensed natural hair culturists to cleanse another individual's hair for the purpose of performing natural hair cultivation on that individual.

Clarifies that natural hair culturists performing hair cleansing are exempted from requiring a full cosmetology license, provided the work does not include application of dyes, reactive chemicals, or other preparations to alter color or structure.

Reorganizes subsection numbering in Section 1203a to accommodate the new provision allowing natural hair culturists to perform cleansing services.

Maintains existing restrictions that natural hair culturists cannot perform other cosmetology services unless separately licensed and cannot perform activities as part of recognized religious practices.
