Expands telemedicine coverage under Michigan's medical assistance and Healthy Michigan programs to include services provided at distant sites allowed in the Medicaid provider manual, effective October 1, 2022.

Requires comprehensive coverage of telemedicine services including medical, dental, behavioral, and substance use disorder services under both programs.

Allows telemedicine services using audio-only electronic media if the provider previously rendered in-person or audio-video services to the patient, or will do so within 12 months following the audio-only service.

Prohibits the medical assistance and Healthy Michigan programs from imposing quantity or dollar maximums more restrictive than in-person services, charging lower reimbursement rates for telemedicine, or imposing additional certification or training requirements on distant providers.

Requires reimbursement of telemedicine services at the same rate as in-person services and mandates the department seek necessary federal waivers or state plan amendments for implementation.
