Requires the Department of Environmental Quality to provide public notice and accept comments before approving permits for industrial facilities, landfills, or distribution centers located within 500 feet of occupied dwellings, schools, health facilities, senior centers, or environmental protection communities

Mandates permit applications include analysis of whether emissions would disproportionately impact environmental protection communities, whether additional air monitoring is needed, and what mitigation measures are required

Requires permit holders to either maintain a vegetative buffer around the facility (with distance determined in consultation with the department and community members) or offer to purchase at fair market value any occupied dwelling within 500 feet of the facility

Prohibits residential use of any land purchased by the facility owner and requires deed restrictions on resold property prohibiting residential use while the facility operates

Allows the department to deny a permit if clear evidence shows it will have detrimental effects on public health or quality of life in the area, and permits increasing the 500-foot distance on a case-by-case basis for environmental protection communities
