Secretary of State shall refuse to issue or transfer vehicle registration if the applicant has 3 unpaid tolls remaining for more than 90 days after notice and no pending dispute or appeal exists.

Secretary of State may enter into agreements with toll bridge and tunnel operators to exchange data including names, addresses, vehicle photographs, and registration plates to aid in toll collection enforcement.

Individuals receiving notices of unpaid tolls may dispute tolls within 30 days on grounds that the toll was paid, the amount is incorrect, the vehicle was stolen, or they are not responsible for payment.

Operators must respond to dispute notices within 30 days or the toll is considered paid in full; if the operator decides the individual owes the toll, the individual may appeal to a state-appointed dispute arbitrator within 30 days.

Dispute arbitrator's decision is final and not appealable; arbitrator may order either party to pay the other's reasonable out-of-pocket expenses related to the dispute or appeal.
