Amends the State School Aid Act of 1979 to modify appropriations for fiscal years ending September 30, 2022 and September 30, 2023

For fiscal year 2023, reduces appropriations from the state school aid fund to $100.00, the general fund to $100.00, the community district education trust fund to $100.00, and the MPSERS retirement obligation reform reserve fund to $100.00 (from substantially higher amounts originally allocated)

Updates terminology in Section 17b from "shall" to "must" in payment distribution and advance release provisions for school districts and intermediate districts

Allocates $100.00 total for fiscal year 2023 to community colleges ($50.00 from general fund, $50.00 from state school aid fund) under new Section 201b

Allocates $100.00 total for fiscal year 2023 to public universities ($50.00 from general fund, $50.00 from state school aid fund) under new Section 236m
