Eliminates the January 1, 2026 sunset date for provisions allowing qualified licensees to fill and sell alcoholic liquor in containers for off-premises consumption.

Permits qualified licensees (on-premises retailers, manufacturers with tasting room permits, and off-premises tasting room licensees) to fill sealed containers not exceeding 1 gallon at point of sale for carryout.

Allows qualified licensees to deliver alcoholic liquor to consumers statewide if containers are sealed, labeled "Contains Alcohol. Must be delivered to a person 21 years of age or older," and recipient provides age verification.

Restricts retailers' deliveries to use of their own employees or third-party facilitator services, while manufacturers may only use their own employees for delivery.

Prohibits sale of alcoholic liquor in its original manufacturer package under these carryout and delivery provisions.
