Allows spouses of National Guard members to apply for special registration plates displaying a National Guard vignette, in addition to the current eligibility for National Guard members themselves.

Extends special registration plate eligibility to spouses of United States Armed Forces Reserve members and spouses of honorably discharged or retired service members from any U.S. Armed Forces branch.

Permits surviving spouses of veterans to use and renew special registration plates issued under this section in the same manner as the veteran, provided they register the vehicle in their name before renewal.

Maintains existing requirements that applications include proof of military service or spousal military service, require no service fee, and are subject to applicable vehicle registration taxes.

Preserves existing provisions regarding disabled persons' tabs, plate expiration on vehicle owner's birthday, and misdemeanor penalties for unauthorized use of special registration plates.
