Modifies restrictions on replacing active, installed underground storage tanks by requiring they be located at least 2,000 feet from Type I community or Type IIa noncommunity public water wells, 800 feet from Type IIb or Type III noncommunity wells, and 300 feet from other well types.

Allows replacement of underground storage tanks that fail to meet distance requirements if a professional engineer or qualified consultant certifies the replacement tank's construction materials and leak detection provide better prevention and detection of releases than the existing tank, and the facility is in compliance with state regulations.

Establishes new restrictions on installing new underground storage tanks at new locations or adding tanks at existing locations, prohibiting placement within 2,000 feet of Type I community or Type IIa wells, 800 feet of Type IIb or Type III wells, and 300 feet of other wells.

Requires professional engineer certification that any new underground storage tank installation that does not meet distance requirements would not impact any well if a release occurred.

Implements absolute minimum setback distances of 50 feet from single-family drinking water wells, 75 feet from Type IIb or Type III noncommunity wells, and 200 feet from Type I community or Type IIa noncommunity wells for all new and replacement underground storage tanks.
