Amends the "Administration of opioid antagonists act" to allow agencies and their employees or agents to distribute opioid antagonists (naloxone) to any individual, in addition to existing administration and possession provisions.

New section 106 permits agencies and their employees or agents who possess opioid antagonists to directly or indirectly distribute them to any individual.

Expands immunity protections for agencies from civil liability related to opioid antagonist distribution, extending existing immunity for administration to cover distribution activities, provided conduct does not constitute gross negligence.

Extends civil immunity for employees or agents to cover distribution of opioid antagonists, protecting against liability except in cases of willful or wanton misconduct.

Prohibits criminal prosecution for purchasing, obtaining, possessing, or distributing opioid antagonists under this act or for administering or failing to administer them to individuals.

Effective only if Senate Bill No. 1171 of the 101st Legislature is enacted into law.
