Expands 2020 PA 366 to cover high school athletes in addition to college athletes, allowing amateur athletes at both levels to earn compensation for use of their name, image, or likeness rights.

Prohibits high schools, postsecondary institutions, and amateur sports organizations (including NCAA) from preventing amateur athletes from earning such compensation, obtaining professional representation (athlete agents, financial advisors, attorneys), or participating in athletics based on NIL earnings.

Requires amateur athletes to disclose proposed NIL contracts to their institution at least 7 days before committing, allowing institutions to identify conflicts with existing team agreements.

Establishes civil penalties of up to $100,000 for violations, enforceable by county prosecutors or the state attorney general.

Requires nonprofit high school trade associations to report to legislative appropriations committees by June 30, 2023 on member institutions' preparedness to implement the act; clarifies the act does not require institutions to create NIL opportunities or grant athletes rights to use school intellectual property.
