Renames the Michigan film office to the "Michigan film and digital media office" and expands its promotional scope to include digital media and television production throughout the state.

Requires the Michigan film commissioner to be certified by the Association of Film Commissioners International or be on track to achieve certification within 6 months of appointment.

Transfers tax credit administration authority from the Michigan business tax act to sections 285 and 677 of the income tax act of 1967, effective through December 31, 2031, with the office determining eligibility and issuing qualified production certificates.

Changes the film promotion fund's revenue sources to receive fees from income tax act tax credits (sections 285 and 677) instead of Michigan business tax act fees.

Repeals section 29h of the Michigan strategic fund act, which previously established a film and digital media production assistance program.
