Increases maximum annual contributions public employers can make to employee medical benefit plans, effective January 1, 2023: $7,743 for single-person coverage, $16,193 for individual-and-spouse or individual-plus-1-dependent coverage, and $21,116 for family coverage.

Requires the state treasurer to adjust these multipliers annually after 2022 based on changes in the medical care component of the United States Consumer Price Index.

Maintains existing provisions allowing public employers to allocate payments among employees as they see fit and excluding employees who decline coverage from the calculation.

Preserves special rules for 2014 medical benefit plan coverage years and continues annual CPI-based adjustments for years 2019 and beyond.
