Creates a Commercial Driver License (CDL) Grant Program administered by the Michigan Strategic Fund to provide competitive grants to qualified employers for employee CDL training and licensing costs.

Defines "high-demand sectors" as milk transport, hazmat, and other transportation sectors facing critical driver shortages as determined by the fund, with grants covering up to 80% of qualified costs or 100% for high-demand sector employees.

Establishes a CDL Grant Program Fund in the state treasury to receive and invest appropriations, with funds remaining available without lapsing to the general fund and expenditures limited to program administration and employer grants.

Requires qualified employers to be Michigan-based entities employing CDL drivers, with qualified employees being U.S. citizens or authorized workers who are permanent full-time employees with a Michigan base of operations.

Mandates annual reporting to the legislature by March 15 detailing grant recipients, grant amounts, cash match requirements, number of employees obtaining CDLs, and any grant repayments due to breach of agreement.
