Requires scholarship recipients to demonstrate financial hardship, complete a signed application stating intent to become a doula in Michigan, and provide proof of Michigan residency.

Mandates recipients provide documentation within 6 months of receiving an award showing they are serving as a doula, working toward certification, or have received certification; non-compliance triggers department repayment collection.

Creates the doula scholarship fund within the state treasury to receive deposits from any source, with interest and earnings credited to the fund and money available only for scholarship awards upon appropriation.
