Moves Michigan's statewide presidential primary election from the second Tuesday in March to the second Tuesday in February in presidential election years

Maintains the requirement that political parties receiving 5% or less of the nationwide presidential vote in the previous election cannot participate in the presidential primary

Applies general primary election procedures to the presidential primary election, except as otherwise provided in specified statute sections

Changes mandatory language in the statute from "shall" to "must"
