Requires the Michigan Department of State to mail notices to registered individuals explaining their duties under the sex offender registration act, and requires the Department of Corrections to provide written notice to individuals upon release from state correctional facilities.

Establishes reporting schedules for registered offenders based on tier level: Tier I offenders report once annually during their birth month, Tier II offenders report twice yearly, and Tier III offenders report four times yearly according to specified month schedules.

Sets a $50.00 registration fee due upon initial registration and annually thereafter, with a maximum cumulative fee of $550.00, and exempts individuals initially required to register after January 1, 2027 from annual fee requirements.

Requires registered individuals to maintain a valid Michigan driver's license or state identification card with current address (with exceptions for homeless individuals), and requires verification of residence and photograph accuracy at each reporting.

Takes effect immediately upon enactment (December 22, 2022).
