Mandates designation of specific HCPCS billing codes for complex rehabilitation technology and establishes supplier standards restricting provision to qualified complex rehabilitation technology suppliers or department-approved entities.

Requires complex needs patients receiving manual wheelchairs, power wheelchairs, or seating components to be evaluated by both a qualified health care professional and a qualified complex rehabilitation technology professional.

Maintains payment policies and rates adequate to ensure access to complex rehabilitation technology by accounting for significant resources, infrastructure, and staff needed to serve complex needs patients.

Exempts complex rehabilitation technology HCPCS billing codes from bidding and selective contracting initiatives and requires managed care Medicaid plans to adopt the regulations and include them in supplier contracts.
