Increases the population threshold for cities and villages eligible for street construction and preservation projects from 10,000 to 12,000 residents.

Maintains existing eligible project categories including economic development roads for targeted industries (agriculture, tourism, forestry, high technology, manufacturing, mining, office centers, and medical facilities) and congestion reduction projects.

Requires projects in the economic development category to demonstrate immediate positive impact on local employment and economy, exclude speculative projects, and involve cooperation between developers and government entities.

Updates statutory language by replacing "shall" with "must" throughout the section.
