Adds new category to definition of "act of terrorism" to include threats to take the life of, kidnap, or inflict bodily harm upon a government official in attempt to influence their official conduct.

Defines "government official" to include individuals serving on public boards or commissions, employed by governmental entities or agencies, public school and academy employees, or those performing work paid with public funding.

Reorganizes definitional section by adding new subsections (c) through (i) for "government official," "harmful biological substance," "material support or resources," "person," "renders criminal assistance," "terrorist," and "violent felony."

Takes effect 90 days after enactment into law.
