Makes technical clarifications by replacing "shall" with "must" or "may" throughout the forfeiture statute to improve statutory language consistency.

Preserves existing provisions allowing seizing agencies to direct forfeiture funds to nonprofit organizations assisting with drug-related investigations and maintaining that distributions supplement rather than replace budgeted law enforcement funds.
