Requests the Joint Committee on the Library of Congress approve replacing Michigan's statue of Lewis Cass with a statue of Coleman A. Young in the National Statuary Hall Collection at the U.S. Capitol.

Directs the Governor to communicate approval to the Architect of the Capitol and sign an agreement to replace the Lewis Cass statue (placed in 1889) with one of Coleman A. Young.

Establishes the Michigan Statuary Hall Commission with five members appointed by the Governor, Speaker of the House, Senate Majority Leader, House Minority Leader, and Senate Minority Leader to select the sculptor.

Specifies that all project costs, including statue creation, transportation, placement, and ceremonies in Lansing and Washington, D.C., will be funded through donations and funding secured by the Michigan Statuary Hall Commission.

Requires copies of the resolution be sent to the Governor, Architect of the Capitol, President of the U.S. Senate, Speaker of the U.S. House, Michigan's congressional delegation, and the Joint Committee on the Library of Congress.
