Designates October 2021 as Michigan Library Appreciation Month to celebrate the contributions of Michigan's libraries, librarians, and library staff.

Recognizes libraries as vital institutions and dynamic centers of learning that serve as cornerstones in healthy communities, including school, public, academic, tribal, and special libraries.

Acknowledges libraries' role in providing free access to accurate information, creating equitable access regardless of race, ethnicity, ability, sexual orientation, gender identity, or socio-economic status.

Highlights that half of all Michiganders hold library cards and visit libraries in-person more than 43 million times annually, with nearly 50 million online visits and nearly 40 million item borrowals each year.

Notes that during the 2020 pandemic, Michigan public libraries provided over 13,000 live virtual programs and 76-82 percent of libraries offered curbside and reference services to support residents.
