Urges the Governor of Michigan and executive departments including the Michigan Department of Health and Human Services, Department of Insurance and Financial Services, Department of Licensing and Regulatory Affairs, and Michigan Economic Development Corporation to take action to make insulin more accessible and affordable.

Notes that approximately 12.3 percent of Michigan residents (over one million people) have been diagnosed with diabetes, with 5 to 10 percent having type 1 diabetes requiring daily insulin.

Documents that insulin costs have risen drastically, with the average price of a single vial at $98.70 in 2018 resulting in monthly costs up to $300, and retail prices increasing 54 percent from 2014 to 2019.

Directs the State of Michigan to investigate and develop a strategic plan for using public-private partnerships to acquire insulin in bulk at lower prices or produce insulin directly.

Requires copies of the resolution be transmitted to the Governor and directors of the relevant state departments and agencies.
