Reduces appropriations for public schools, community colleges, and universities to $100.00 for fiscal year 2023 and adds new sections allowing $100.00 appropriations for fiscal years 2021-2022 and 2022-2023 from state general fund/general purpose money.

Eliminates specific dollar allocations previously budgeted for all 28 Michigan public universities and all community college operations, replacing them with nominal $100.00 amounts.

Removes appropriations totaling billions of dollars including $16.75 billion for public schools, $530.25 million for community colleges, and $2.01 billion for universities, along with associated federal and state restricted revenues.

Modifies language in payment procedures from "shall" to "must" for installment distributions to districts and intermediate districts.

Adds sections 201f and 236m authorizing $100.00 appropriations from general fund/general purpose money for community colleges and universities respectively for fiscal years 2021-2022 and 2022-2023.
