• Establishes the volunteer employee criminal history system program in the Michigan Department of State Police to authorize national and state criminal history record checks for covered individuals who work with or volunteer for entities providing care to children, elderly individuals, or individuals with disabilities.

• Requires qualified entities to register with the department and obtain signed statements from covered individuals that include fingerprints, identification information, criminal history disclosures, and waivers authorizing the background check before submitting requests for criminal history information.

• Permits qualified entities to participate in a "rap back program" that provides ongoing status notifications of any criminal history reported on covered individuals, eliminating the need for repeated background checks.

• Authorizes the Department of State Police to charge a fee for conducting background checks that does not exceed the actual and reasonable cost plus the amount prescribed by the Federal Bureau of Investigation.

• Takes effect May 1, 2023, and applies only if the legislature appropriates sufficient funds for the program.
