Creates the volunteer employee criminal history system program administered by the Michigan Department of State Police to authorize criminal history record checks on covered individuals (employees, volunteers, and owners/operators) at qualified entities providing care services to children, elderly individuals, or individuals with disabilities.

Requires qualified entities to register with the department and comply with state and federal law, including the National Child Protection Act of 1993; covered individuals must provide signed statements, fingerprints, and disclosure of prior convictions before background checks are conducted.

Allows qualified entities to participate in a "rap back program" that provides ongoing status notifications of criminal history changes for registered covered individuals, eliminating the need for repeated background checks.

Establishes that the Department of State Police shall store fingerprints in an automated fingerprint identification system database and forward submissions to the FBI's Next Generation Identification System; qualified entities receive criminal history results directly from the department.

Authorizes the department to charge fees not exceeding actual and reasonable costs plus FBI-prescribed amounts; provides liability protections for qualified entities failing to obtain background checks and for the state in providing criminal history information.
