Amends Michigan's Public Health Code (MCL 333.16226) to establish disciplinary sanctions for health professionals based on specific violation categories under section 16221

Requires mandatory permanent revocation of license or registration for violations of section 16221(b)(xiii) when the violation occurred while the professional was acting within their licensed health profession

Prohibits permanent revocation in other cases unless the disciplinary subcommittee finds a pattern of intentional fraud or deceit resulting in personal financial gain and harm to patient health, except for violations of sections 16221(b)(xiv) and (b)(xv)

Authorizes disciplinary subcommittees to impose fines up to $250,000 for violations of sections 16221(a) or (b), with a minimum fine of $25,000 if a violation results in patient death

Takes effect 90 days after enactment and is contingent upon the enactment of House Bill 4121 of the 102nd Legislature
