Prohibits withholding testimony or documents after court order, preventing crime reporting through physical force, and using professional authority to prevent reporting of specified sex crimes or criminal sexual conduct offenses.

Creates new crime of retaliation against persons who report crimes, including committing crimes, threatening to kill/injure persons, or threatening property damage as retaliation.

Establishes misdemeanor penalties of up to 1 year imprisonment or $1,000 fine for violations; felony penalties of up to 10 years imprisonment or $20,000 fine if violation involves crime or threats.

Prohibits bribing or intimidating witnesses in police investigations; misdemeanor penalties of up to 1 year or $1,000 fine, or felony penalties of up to 10 years or $20,000 fine if involving crime or threats.

Prohibits tampering with evidence or knowingly offering false evidence at official proceedings; felony penalties up to 4 years or $5,000 fine, or up to 10 years or $20,000 fine for serious cases; provides affirmative defense for encouraging truthful statements.
