Creates a new misdemeanor offense for intentionally using professional authority to prevent or attempt to prevent another person from reporting alleged violations of sexual assault or related crimes (sections 136b, 520b-520e, or 520g) to a Title IX coordinator at a postsecondary educational institution.

Penalties include imprisonment for not more than 1 year, a fine of not more than $1,000, or both.

Defines "postsecondary educational institution" as a degree- or certificate-granting public or private college, university, junior college, or community college.

Takes effect 90 days after enactment, with the act ordered to take immediate effect (effective date: September 27, 2023).
