Amends MCL 750.223 to establish penalties for unlawful firearm sales, including a misdemeanor for selling without compliance with licensing requirements (up to 90 days imprisonment or $100 fine) and a misdemeanor for selling firearms longer than 26 inches to anyone under 18 (up to 90 days or $500 fine; felony on second offense up to 4 years or $2,000).

Prohibits sellers from selling firearms or ammunition to persons under felony indictment or those prohibited from firearm possession under MCL 750.224f, with violations constituting a felony punishable by up to 10 years imprisonment or $5,000 fine.

Amends MCL 750.232a to establish a misdemeanor for obtaining a firearm in violation of licensing requirements (up to 90 days or $100 fine) and a felony for making material false statements on firearm purchase applications (up to 4 years or $2,000 fine).

Creates a new misdemeanor offense for using false identification or another person's identification to purchase a firearm, punishable by up to 90 days imprisonment or $100 fine.

Effective date is 91 days after final adjournment of the 2023 Regular Session; bill does not take effect unless House Bill 4138 is enacted into law.
