MI HB4143

Amends Michigan's sentencing guidelines (MCL 777.11b and 777.16m) to add multiple firearm-related felonies to the list of offenses subject to sentencing guidelines, including offenses under MCL 28.293-28.754 and MCL 750.223-750.237.

Adds 16 new firearm-related offenses under Chapter 28 (MCL 28.429, 28.435, 28.468, 28.516, 28.674, 28.729, 28.754) including failure to store firearms, firearm safety violations, false statements on firearm applications, and sex offender registration failures.

Adds 34 new firearm-related offenses under Chapter 750 (MCL 750.223-750.237) including unlawful possession, sale to prohibited persons, discharging firearms in various contexts, wearing body armor during crimes, and threatening acts on school property.

Establishes offense classifications (A through H) and statutory maximum penalties ranging from 2 to life imprisonment depending on the severity and circumstances of each firearm offense.

Takes effect only upon enactment of House Bill 4138 (tie-bar provision).
